Transposição do Rio São Francisco: Análise de Oportunidade do Projeto

Abstract

O objetivo deste estudo é avaliar os potenciais impactos do Projeto de Transposição do rio São Francisco e verificar se tal projeto é ou não uma alternativa adequada para aumentar a disponibilidade hídrica e, consequentemente, contribuir para o desenvolvimento socioeconômico da região beneficiada por ele. Além disso, foram estudadas algumas alternativas para aumentar a disponibilidade hídrica no Nordeste Setentrional. Por meio das informações coletadas, constatou-se, entre outras coisas, que: não existe comprovação da escassez de água nos estados do Ceará e do Rio Grande do Norte; no médio prazo, os recursos hídricos da bacia do rio São Francisco são suficientes para se atender à demanda da transposição; e os benefícios da transposição mencionados pelo governo federal estão superestimados. Quanto a esses benefícios, os indícios existentes indicam que: i) a população atendida será menor do que a prevista pelo Ministério da Integração Nacional; ii) a área irrigada também será menor do que a prevista; e iii) a redução dos gastos emergenciais com as secas (benefício potencial frequentemente mencionado pelos defensores do Projeto de Transposição) não será na proporção propugnada. The objective of this study is to evaluate the potential impacts of the water transfer Project of the Sao Francisco River, located in the Northeastern region of Brazil. Besides this evaluation, the study aims to identify if the Sao Francisco River Project is or is not an adequate alternative to increase the water availability in the region benefited by it and, consequently, contributes to the social-economic development of that region. By the analysis of the gathered information, it was observed that, among other things: it doesn`t exist satisfactory evidence of water deficit in the benefited states of Ceará and Rio Grande do Norte; in the medium term, the water resources of the São Francisco basin are sufficient to attend the demand of the water transfer project and that the benefits of this project as demonstrated by the Brazilian Federal Government are overstated.
