O Programa de Aquisição de Alimentos da Agricultura Familiar (PAA) e as Práticas dos Agricultores Participantes Orientadas ao Mercado: Estudo de Caso no Estado de Sergipe

Abstract

Um questionamento fundamental acerca de programas que objetivam inclusão produtiva e geração de renda diz respeito à sua capacidade de garantir um processo sustentável de desenvolvimento das capacidades econômicas de seus beneficiários. Neste estudo, o Programa de Aquisição de Alimentos da Agricultura Familiar (PAA) é discutido a partir desta perspectiva, tendo em vista que oferece, entre outros benefícios, uma nova oportunidade de mercado para produtos alimentícios oriundos da agricultura familiar. Em estudo de caso realizado no estado do Sergipe, consideraram-se duas modalidades do PAA que oferecem alternativas de mercado institucional (Compra Direta Local da Agricultura Familiar - CDLAF - e Compra para Doação Simultânea - CPR-Doação). Esta análise sugere que, por oferecer uma possibilidade comercial importante para os produtores, o PAA desempenha um papel significativo na melhoria das capacidades de acesso a mercados destes agricultores, pois se mostra crucial na promoção de uma série de mudanças nos processos produtivos e organizacionais dos agricultores envolvidos. Tais mudanças foram possibilitadas pela segurança de acesso regular a mercado vantajoso. As vendas a preços garantidos consistem em fator fundamental para que os agricultores invistam no fortalecimento das suas capacidades produtivas e organizacionais. No entanto, embora as capacidades desenvolvidas sejam essenciais para facilitar a participação dos produtores nos mercados agrícolas, não são suficientes para promover o acesso a estes, uma vez que o PAA é visto atualmente pela maior parte dos agricultores envolvidos nas modalidades analisadas como o melhor canal de comercialização disponível. An essential question about policies that aim to foster socio-economic inclusion and income generation - which is the case of policies that support market access - is their capacity to guarantee a sustainable process of the economic capacities of their beneficiaries. In this study, the Brazilian Food Acquisition Programme (PAA) is discussed from this angle, since it offers, among other benefits, an optional market opportunity for targeted food producers. In this case study, conducted in the state of Sergipe, two modalities of PAA that promote links between family farmers` production and local demands through public procurement were considered (CDLAF and CPR-Donation). Our analysis suggests that by offering an important commercial possibility to producers, the PAA plays a significant role in improving their market capabilities, as it promotes a variety of changes in their productive and organizational practices. These changes are due to more regular and predictable access to advantageous market, facilitated by procurement at pre-set purchase prices. Nevertheless, even if the development of these capabilities is essential to facilitate producers` participation in agricultural markets, it is not sufficient to promote further market access, since PAA is currently seen by most of these farmers as the best market channel available. i.
