Abstract

Este trabalho desenvolve um arcabouço analítico para orientar os investimentos em capacidade de atendimento hospitalar em um sistema de saúde complexo. O eixo principal da análise é o superávit financeiro-operacional dos hospitais públicos. O trabalho é inspirado pelo Sistema Único de Saúde (SUS), mas poderia ser útil em outros contextos, em que hospitais públicos e privados compartilhem o atendimento hospitalar. O trabalho apresenta como destaques: a adoção de uma parcela fixa de atendimento para os hospitais públicos; a admissão de uma demanda aleatória; a caracterização da presença de filas para atendimento; e a instituição de punições para a ocorrência de excesso de demanda nos hospitais públicos. This work develops a framework able to guide investment in hospital capacities within the realm of a complex health system. The study is performed from the standpoint of the economic surplus of public hospitals. Although the paper is inspired by the Brazilian National Health System, it can be useful to many others situations where public and private hospital share the market. The adoption of a public market share, the presence of a stochastic demand, the addressing of waiting times, and the institution of punishment for insufficient supply are interesting features of the paper.
