Abstract

Esse texto tem como objetivo analisar a trajetória recente da seguridade social no Brasil a partir da evolução dos programas contributivos e não-contributivos de garantia de renda. Respondendo, de um lado, à configuração dada pela Constituição Federal às políticas de previdência e de assistência social e, de outro, ao surgimento de programas de transferência de renda voltados à população em situação de extrema pobreza, a proteção social brasileira tem sido objeto de importantes mudanças nos últimos anos. Pretende-se discutir tais mudanças e seus impactos, destacando o movimento de progressiva inclusão de novos grupos de beneficiários, a ampliação da cobertura para uma diversidade maior de situações de risco e o perfil dos beneficiários tendo em vista de sua inserção no mundo de trabalho. Destaca-se também que esse processo de expansão vem sendo acompanhado pelo surgimento de novas tensões, vinculadas tanto ao contexto de precária configuração do mercado de trabalho como às dificuldades em garantir a articulação entre as políticas de combate à pobreza e a consolidação da seguridade social. This paper analyzes the recent trajectory of social security in Brazil from the evolution of the contributive and no contributive income guarantee programs. The Brazilian social protection has gone through important changes in recent years, on the one hand, as an answer to the configuration given by the Federal Constitution to social security and social assistance policies and, on the other hand, to the emergence of cash transfer programs to the extremely poor. The goal is to analyze these changes and its impacts, calling attention to the movement of gradual inclusion of new groups of beneficiaries, to extended coverage of a diversity of risk situations and their participation in the labor market. However, it also emphasizes the incomplete characteristics of this process, which is followed by new tensions, such as the context of precarious configuration of the labor market and the difficulties in guaranteeing the coordination between the anti-poverty policies and the consolidation of the social security.
