O Mercado de Planos de Saúde no Brasil : uma Criação do Estado ?

    Abstract

    Neste artigo se procurou demonstrar a existência de uma articulação entre o padrão definanciamento público e o mercado de planos de saúde. De um lado, a partir de evidênciasteóricas, encontramos argumentos que explicam os motivos dessa articulação, em especial nocampo do financiamento setorial. De outro, em um primeiro exame, observa-se que,historicamente, determinadas ações governamentais acabaram patrocinando os planos eseguros privados no Brasil, reforçando, em termos concretos, a percepção da presença de umarelação sistemática entre o mercado e o Estado, na área da saúde.
