Abstract

Der Aufschwung in Deutschland bleibt trotz der verschärften Risikolage robust. Die konjunkturelle Eigendynamik ist ausbalanciert und erhält zudem erhebliche Unterstützung durch die Niedrigzinspolitik der EZB und die steigenden Ausgaben des Staates. Eine entscheidende Stärke der aktuellen Konjunktur ist der im Vergleich zu früheren Aufschwüngen kraftvollere Binnenmotor, der umso wichtiger ist, als die Risiken für den Welthandel hoch sind. Daher gilt es, die Wirkungskette von einer steigenden Nachfrage über zunehmende Beschäftigung und Löhne hin zu einem robusten Konsum, der wiederum die Bedingungen für dynamischere private Investitionen schafft, in Gang zu halten. Für einen weiterhin bedächtigen Ausstieg aus der sehr expansiven Geldpolitik sprechen die noch unausgeschöpften Wachstumspotenziale im Euroraum insgesamt und die zu geringe Inflationsdynamik. Zwar liegt die Inflationsrate seit einiger Zeit bei rund 2 %, aber die für die mittelfristige Entwicklung bedeutendere Kernrate ohne Energie, Nahrungsmittel, Alkohol und Tabak ist nur halb so hoch. In Deutschland wird der Anstieg des Bruttoinlandsprodukt 2018 1,9 % und 2019 2,0 % betragen. Die Arbeitslosenquote liegt in diesem Jahr bei 5,2 % und im nächsten Jahr bei 4,9 %. Trotz der guten Beschäftigungslage steigen die Verbraucherpreise 2018 nur um 1,9 % (2019: 1,8 %).
