In recent years it has become evident that persons with disabilities represent a hitherto untapped source of human resources. However, historic isolation and low expectations have resulted in persons with disabilities collectively experiencing levels of education and vocational training that do not offer adequate preparation for competitive employment. This report does not offer new research findings. Rather, it presents a sampling of Canada's programmes and policies that target directly, or indirectly persons with disabilities, emphasizing the dimension of cost effectiveness.
