Abstract

Los países de América Latina y el Caribe se encuentran actualmente frente a una coyuntura importante en sus relaciones económicas internacionales. Desde fines de la década de 1980 los países de la región han seguido un proceso de reforma económica y de apertura que conlleva cambios radicales en sus respectivas economías domésticas y en su integración con la economía mundial. Aparte de haber iniciado un proceso de liberalización unilateral de sus flujos de comercio e inversión, los países de América Latina se encuentran abocados al proceso de profundizar su integración económica a un nivel subregional y renegociar acuerdos de liberalización comercial a un nivel regional y hemisférico. Al mismo tiempo están negociando acuerdos de cooperación y comercio con otros países y regiones del mundo -países en desarrollo e industrializados- y están también involucrados en el proceso de negociaciones multilaterales. Estos procesos paralelos en los frentes de integración y comercio representan enormes desafíos para América Latina, y en la medida que los enfrentan, los países de la región se abren a ideas, experiencias y buenas prácticas que pueden contribuir al logro de los objetivos con éxito. Asimismo, estos logros exitosos pueden contribuir a captar oportunidades que la integración, dentro de un escenario económico internacional crecientemente abierto y competitivo, ofrece. A este respecto, la rica experiencia Europea en el proceso de integración regional a través de las últimas décadas, que ha traído no solamente mutua liberalización comercial sino también el establecimiento de instituciones conjuntas, una moneda común y cooperación política, y un componente significativo de solidaridad entre los países miembros, podría beneficiar a la región. Además, América Latina es un mercado importante para la UE a medida que se posiciona en la competencia global y busca socios para la cooperación global. En razón de lo expuesto, el Banco Interamericano de Desarrollo, a través de la Oficina Especial en Europa y el Departamento de Integración y Programas Regionales, a través del Instituto para la Integración de América Latina y el Caribe (INTAL), ha lanzado la Red Euro-Latinoamericana de Estudios en Integración y Comercio (ELSNIT). Establecida conjuntamente con nuestros socios Europeos, centros líderes en el área de la investigación en integración y comercio, la Red se constituye en una plataforma de intercambio de ideas entre expertos de Europa y América Latina, y como una fuente de apoyo para los hacedores de política en ambos lados del Atlántico. Esta publicación representa una síntesis de los resultados del primer ciclo de actividades de la Red durante 2005/2006
