La seguridad social en Costa Rica: Percepciones y experiencias de quienes menos tienen y más la necesitan

    Abstract

    El presente estudio constituye un aporte al debate para una seguridad social más equitativa en los países de la región. Los resultados de esta investigación evidencian la necesidad de fortalecer los mecanismos a través de los cuales las personas con capacidad contributiva parcial puedan ingresar al sistema a través de seguros propios y, en la medida de lo posible, contributivos. Para ello, se requiere contar con los siguientes principios orientadores: fortalecer un grado de autonomía entre la inserción laboral y el acceso a seguros, aumentar el aseguramiento directo, por derecho propio, especialmente entre las mujeres y dignificar los mecanismos no contributivos en aquellos casos en que no es posible promover mecanismos contributivos. A partir de recomendaciones como las señaladas en este documento, el país estaría afirmando que la protección social no puede estar exclusivamente sujeta a los ingresos o el poder de adquisitivo de las personas o de las familias.
