Los subsidios cruzados en los servicios de agua potable y saneamiento

    Abstract

    El presente trabajo analiza los efectos de la política tarifaria de subsidios cruzados en las finanzas de las entidades encargadas con servicio, y su incidencia en la calidad y cobertura de los servicios, especialmente en la población de menores ingresos. Los subsidios cruzados implican cobrar tarifas por debajo de los costos a un grupo de usuarios (usualmente domésticos) y tarifas por encima del costo a otros (frecuentemente a usuarios industriales y al comercio). El objetivo principal de esta política ha sido favorecer el acceso de las familias de bajos ingresos a los servicios. El análisis concluye que la política de subsidios cruzados no ha logrado este objetivo y por el contrario, ha sido y continúa siendo un obstáculo para el desarrollo del sector. El análisis termina sugiriendo ajustes en la política tarifaria para lograr que esta sea un pilar de desarrollo del sector y de cambio hacia mejores servicios que cubran a toda la población.
