    Abstract

    El presente informe contiene el estudio de caso de la concesión de los servicios de acueducto y alcantarillado de Montería, una ciudad de 300.000 habitantes localizada en la región Caribe de Colombia. La concesión de los servicios de saneamiento básico en Montería reviste un interés especial como caso para el análisis y la estructuración de políticas sectoriales: se trata de un servicio que ofrecía pésimas coberturas y calidad del servicio; la ciudad se caracteriza por niveles elevados de pobreza agravados por su condición de receptor de las olas poblacionales de desplazamientos generados por la violencia; previo a la concesión, se intentó implementar un sistema de gestión de los servicios basado en microempresas conformadas por los ex empleados de la liquidada empresa pública, entre otras razones.
