Flächenschutzpolitische Implikationen eines Regionalen Gewerbeflächenpools

Abstract

Das neue Konzept des „Regionalen Gewerbeflächenpools“ geht über den bisher bekannten Ansatz der interkommunalen Gewerbegebiete deutlich hinaus. Mit dem Poolkonzept werden nicht nur regionalökonomische Ziele verfolgt; vielmehr soll es auch einen Beitrag dazu leisten,den „Flächenverbrauch“ im städtebaulichen Außenbereich einzudämmen. Vor diesem Hintergrund befasst sich das vorliegende Paper mit flächenschutzpolitischen Implikationen des neuen interkommunalen Kooperationsansatzes. Bei der Untersuchung wird unter anderem danach unterschieden, ob die Poolgemeinschaft der beteiligten Kommunen für die gemeinsame gewerbliche Entwicklung nur Außen- oder auch Innenbereichsflächen bereitstellt. Des Weiteren wird erörtert, inwieweit eine Kombination aus Regionalem Gewerbeflächenpool und staatlicher Innenentwicklungsförderung sinnvoll sein könnte.
