Abstract

Ziel des Projektes 'Beitrag zur Qualitätssicherung Integrierte Erwerbsbiografien: Prüfung inhaltlicher Inkonsistenzen' ist es zum einen, für den Datensatz 'Integrierte Erwerbsbiografien' (IEB) und zum zweiten für die Maßnahme-Teilnahme-Grunddatei (MTG) ausgewählte inhaltliche Inkonsistenzen zu analysieren. Eine willkürliche Stichprobe erkannter Inkonsistenzen wird in ausgewählten Agenturen für Arbeit vor Ort überprüft. Die Auswahl der Inkonsistenzen folgt dabei konkreten Projektinteressen des Forschungsbereichs 1 'Arbeitsmarkt- und Sozialpolitik'. Letztlich sollen Regelmäßigkeiten in den unplausiblen Fällen zugrunde liegenden Sachverhalten entdeckt und Regeln für deren Behandlung bei projektbezogenen Auswertungen aufgestellt werden. Einbezogen werden insbesondere der Existenzgründungszuschuss, das Überbrückungsgeld, Eingliederungszuschüsse, Trainingsmaßnahmen, die Förderung beruflicher Weiterbildung sowie begleitende Förderung durch den Europäischen Strukturfonds. Unter Leistungsbezug wird der Bezug Arbeitslosengeld oder Arbeitslosenhilfe verstanden. Überschneidungen, fehlende Parallelitäten von Spells und Lücken werden überprüft und die Ergebnisse dokumentiert. Die Befunde zeigen, dass bei bestimmten Konstellationen auch bestimmte Fehler dominieren und mithin eine zumindest grobe Typisierung machbar erscheint. Sinnvoll erscheint eine genauere Klassifikation von Fehlertypen und insbesondere eine Unterscheidung, ob es sich um Fehler bei der Dateneingabe im jeweiligen Verfahren, Fehler wegen nicht erfolgter Datenaktualisierung oder Fehler beim Verknüpfen der Daten aus den unterschiedlichen Verfahren handelt.
