The Annual Homeless Assessment Report to Congress
AbstractThis first Annual Homeless Assessment Report (AHAR) is the result of a complex, four-year project to develop, collect, and analyze standardized information on homeless persons from a nationally representative sample of communities. The work began in 2002 with the award of a contract to Abt Associates Inc. and the University of Pennsylvania Center for Mental Health Services and Research.
