Abstract

This report is the second volume in a two-volume study of the voucher homeownership (VHO) programs prepared for the U.S. Department of Housing and Urban Development (HUD) by Abt Associates Inc. under subcontract to Newport Partners LLC. The primary objective of the study is to provide a broad, statistically accurate picture of the VHO program nationwide, based on a survey of PHAs that have reported at least one VHO purchase. The survey is supplemented by in-depth case study assessments based on site visits to selected sites operating particularly active or noteworthy programs.
