Abstract

During 2001-02, HUD sponsored an exploratory study of program implementation based on site visits to 12 selected PHAs. That study afforded many insights into how the selected PHAs were implementing and operating the programs, but did not attempt to develop a comprehensive national picture. Given the rapid expansion in the program, HUD commissioned the present study to develop a broader, national view of the characteristics and outcomes of voucher homeownership programs. This report presents the results of that study.
