地球温暖化抑制政策の規範的基礎

Abstract

本稿の目的は、地球温暖化問題を超長期にわたる異なる世代間および各世代内の福祉の分配の問題として捉え、福祉分配に関する様々な規範的価値基準の有効性を検証することである。まず地球温暖化問題のもつ特異な構造を明確にした上で、正統派の経済学・哲学・倫理学において検討されてきた価値基準の有効性を個々に検証する。われわれは最終的に《責任と補償(responsibility and compensation)》の原理に到達し、超長期の福祉分配の問題に適合する形式でこの原理を再構成することによって、新たな規範的分析の枠組を構築する。さらに、《歴史的経路選択に対する責任》という基本的観点に基づき、現在から将来にいたる歴史的経路を比較評価する基準を伝統的な規範的経済学のなかに探る。その中で、功利主義やマクシミン原理のように、経済分析で頻繁に適用される社会厚生の評価基準(社会厚生関数)が、将来世代の人格や人口規模も選択変数であるような超長期の分配問題の論脈では、直観的に認めがたい結論(repugnant conclusion)を導いてしまうことが明らかにされる。
