Abstract

第5次拡大プロセスにおける欧州連合(EU)との加盟交渉は,中東欧交渉当事国への直接投資を大いに促した可能性が高い。しかし,その効果は交渉期間を通じて決して一様ではない。筆者らは,EU加盟交渉が進展し,より高次の政治段階へ移行すると共に,その直接投資誘引効果も,漸次増大する傾向があることを確認した。しかし,恐らくは新規加盟の確約を得る代償として行われた従来投資優遇策の全面的な見直しが災いした結果,加盟候補国への直接投資は,政治交渉の正に最終局面において,一時的にせよ腰折れを経験したことも明らかとなった。EU東方拡大と加盟候補国が享受した外国投資の因果関係は,単調な正の相関関係ではなく,いわば逆Jカーブ型の非線形性を有している。
