Identification des déterminants de la mortalité routière: Quel rôle jouent les déterminants structurels?

Abstract

L'insécurité routière constitue un important problème de santé publique dans le monde avec environ 1,26 million de morts annuellement. Neuf décès sur dix consécutifs à un accident de la route surviennent dans les pays en voie de développement. Une vaste littérature internationale a été consacrée à l'identification des déterminants des acci-dents de la route et de la mortalité routière. Mais concernant les pays en voie de développement, un important champ d'investigation est resté dans l'ombre : n'y a-t-il pas des facteurs structurels lourds, qui échappent largement, voire totalement pour certains, à l'action potentielle des gouvernements dans un horizon de court et de moyen terme, et qui sont de nature à influencer significativement les niveaux et l'évolution de la morbidité et de la mortalité routières ? Ces facteurs englobent un ensemble de caractéristiques démographiques, économiques, sociales, environnementales et géographiques. C'est cette question dont l'étude est proposée ici. Il n'y a pas à notre connaissance dans la littérature internationale de travaux se situant dans cette perspective analytique.
