Abstract

L'application de taxes environnementales pose de redoutables problèmes, particulièrement en agriculture, domaine par excellence des pollutions diffuses. La présence de nombreux agents rend difficile l'identification de l'origine des émissions, d'où l'impossibilité d'établir des responsabilités, et parallèlement le risque d'avoir des comportements de type passager clandestin. D'autre part, la grande hétérogénéité spatiale des impacts environnementaux fait que la même émission peut avoir des conséquences très différentes selon sa localisation dans le bassin versant. La variété des technologies agricoles et la présence de phénomènes stochastiques, essentiellement de nature climatologique, viennent encore compliquer les choses. Pour l'essentiel, on pourrait résumer la différence existant entre pollutions ponctuelles et pollutions diffuses dans le coût d'acquisition de l'information et d'administration des politiques d'internalisation, ce que l'on regroupe sous le terme de coûts de transaction.
