Abstract

Une analyse de la définition GATT du découplage et une interprétation économique du principe du découplage sont proposées. La première section du document présente et discute les critères de découplage adoptés dans le cadre de la définition de la boîte verte de l'accord agricole de l'Uruguay round (AAUR). Les deux sections suivantes sont consacrées à l'analyse de la comptabilité entre la définition GATT du découplage et les principaux instruments des politiques agricoles américaine et communautaire. La quatrième section est centrée sur l'interprétation économique du principe de découplage, et permet de dégager les avantages essentiels et les principales limites de cette modalité d'intervention dans les secteurs agricoles. La dernière section propose quelques éléments de conclusion.
