Abstract

Le projet BOLD (Big Open Linked Data) a pour objectif de scruter les initiatives relatives à l'ouverture des données en France, par une veille sémantique sur les projets Open Data et par la mise en perspective des évolutions de l'Open Data. Une étude exploratoire, fondée sur l'analyse qualitative de textes, de sites web, de tweets et de vidéos relatifs à l'open data, a été réalisée à l'aide du logiciel N'Vivo. Cette étude souligne, que malgré une volonté affichée, l'il n'y a pas à ce jour de grande ligne directrice concernant l'Open data en France. On observe par ailleurs que parmi les applications disponibles et récemment crées (sur PC ou Mobiles), très peu se fondent sur des données ouvertes, et lorsque c'est le cas elles ne sont pas plébiscités par les utilisateurs. Ces constatations conduisent à s'interroger sur l'avenir de l'open data en France, se dirige-t-on vers un long sommeil ou va-t-on enfin prendre ce nouveau départ annoncé ?
