Abstract

L'objectif spécifique de l'étude Damier est double. Le premier est de préciser la mesure quantitative des délocalisations (y compris les relocalisations) à partir de données individuelles d'entreprises. La seule étude de ce genre existante [Chanteau 2009] peut servir de base à ce travail quantitatif qu'il convient d'actualiser (les dernières données datent de 2003). Cette étude permettrait ainsi à la Région Rhône-Alpes d'être la première à se doter d'une telle connaissance sur la mobilité internationale des activités implantées sur son territoire -et un suivi régulier pouvant être envisagé par la suite. Le second vise à expliquer comment les entreprises construisent leur décision de délocalisation -ou de relocalisation- et planifient la réorganisation des activités et du travail qui en découle. Il s'agit en particulier d'étudier comment les décideurs intègrent d'une part l'enjeu de leur contrainte de compétitivité et d'autre part l'enjeu de le la cohésion du tissu socio-économique dans lequel il trouvent actifs et ressources pour leur compétitivité. Dans ce but, des enquêtes seront menées sur un panel restreint d'entreprises pour permettre une étude approfondie de leur développement stratégique dans la durée, marqué par la réalisation ou la préparation d'opérations de délocalisation et de relocalisations.
