Abstract

L'information financière des collectivités locales ne prend pas en compte les risques financiers. C'est à partir de ce constat que la Direction Générale de la Comptabilité Publique a développé une méthode d'analyse des risques périphériques. Plusieurs collectivités ont choisi de la mettre en place aujourd'hui. Malgré les besoins en matière d'informations sur les risques, cette étude met en évidence, à partir de l'étude d'une communauté urbaine, que l'acceptation de la méthode est motivée par des intérêts organisationnels et des pressions institutionnelles. Ces résultats confirment le faible rôle de l'information financière dans la prise de décision dans le secteur public local.
