Abstract

Can the financial situation of public urban transportation be improved? - In spite of efforts to develop the offer, the financial situation of public urban transportation systems deteriorated over the 1995-2005 period. Projections based on actual trends show that by 2015, the public cost (investment + operating loss) could go up from 61 to 76 % depending on system size. A few alternate policy scenarios are then tested and show the need for in-depth reform to try and curb an increasingly problematic drift of public contributions, more so in the current financial context. They prompt questions about the performance of the system and their capacity to attract a new clientele base of motorist with a view to lasting mobility, a vital condition to justify the search for new contributors to the financing of public city transportation.
