Crise de l'eau et construction sociale de la pénurie : l'exemple de l'usage de l'eau à Almeria (Andalousie)

Abstract

Cet article propose de tester une nouvelle grille de lecture afin de comprendre théoriquement un fait stylisé maintenant bien documenté : la construction sociale de la pénurie (Aguilera-Klink et al., 2000 ; Rivière-Honegger et Bravard, 2005). Partant de l'hypothèse que l'étude des normes de l'eau constitue une entrée pertinente pour appréhender l'évolution des usages de l'eau, nous montrons que ces derniers renvoient en premier lieu aux représentations sociales de la ressource. La crise de l'eau, considérée ici sous l'angle de la raréfaction des ressources dans la région d'Almeria, est alors largement imputable aux différents usages à l'œuvre sur ce territoire, eux-mêmes façonnés par une représentation de l'eau comme ressource inépuisable qu'il suffit de mobiliser. Notre approche permet ainsi de procéder à une étude critique des analyses « malthusiennes » uniquement centrées sur la question de la rareté physique de l'eau.
