Du GATT à l'OMC : un bilan de soixante ans de libéralisation des échanges

Abstract

Soixante ans après la création du GATT, plus de dix ans après celle de l'OMC, quel bilan peut-on dresser de la libéralisation commerciale multilatérale ? Si la libéralisation commerciale stricto sensu semble marquer le pas, les effets réglementaires et institutionnels du régime multilatéral ont une portée considérable façonnant une gouvernance de la mondialisation. L'agenda de l'OMC révèle les contradictions de la libéralisation-régulation commerciale. Cette contribution met en perspective le mouvement simultané de libéralisation-régulation des échanges mondiaux. Il s'agit d'établir les continuités et ruptures entre le GATT et l'OMC, d'analyser le régime de cette dernière pour saisir ses particularités et les problèmes qu'il rencontre.
