Abstract

Le vaste mouvement de privatisation des années quatre-vingt-dix a structuré l'industrie pétrolière russe autour d'un oligopole de compagnies nationales intégrées et privées insérées dans un réseau de rapports de pouvoir complexes avec l'Etat fédéral et les Régions. Les limites de ce modèle (absence d'un système de droits de propriété privés clairement défini et sécurisé) induit un autre modèle de développement. L'Etat entend, désormais, contrôler plus étroitement cette industrie en s'appuyant sur un secteur privé qui serait fortement adossé à un secteur public, et qui respecterait « l'intérêt national » défini par le gouvernement. A l'inverse des dix dernières années, l'Etat veut aujourd'hui harmoniser sa politique pétrolière en fonction des moyens dont il dispose effectivement et des contraintes économiques et institutionnelles issues de la transition vers une économie de marché.
