Abstract

L'article donne un cadre pour analyser différents modes de financement d'une agence réglementaire. Si certains agents ne se conforment pas à la réglementation, les pénalités imposées à ces agents financent le budget de l'agence. Et ce même si elles doivent être complétées par d'autres sources de financement comme l'impôt ou des redevances quand les coûts de contrôle sont élevés. Si tous les agents se conforment à la réglementation, les redevances financent le budget de l'agence, même si elles doivent être complétées par l'impôt quand les coûts de contrôles sont élevés.
