Abstract

Cet article présente une enquête qui porte sur les déclarations d'intérêts des 452 maires des communes de plus de 20 000 habitants qui ont été rendues publiques fin 2015 par la Haute Autorité pour la transparence de la vie publique (HATVP), et qui sont examinées sous deux angles. Il s'agit, en premier lieu, d'analyser le cadre légal proposé et les réactions des élus locaux à ces nouvelles obligations déclaratives visant à faire apparaître leurs « activités professionnelles passées ou présentes, les différentes participations aux organes dirigeants d'organismes publics ou privés, les activités bénévoles ou la profession du conjoint » ; en second lieu, d'apprécier les usages politiques de ce dispositif de prévention des situations de conflits d'intérêts.
