Abstract

Les preuves des changements climatiques ne se comptent plus et l'actualité ne cesse de nous rappeler leurs effets manifestes : vagues de chaleur plus fréquentes, précipitations extrêmes plus intenses, montée du niveau de la mer, fonte des glaces… Le réchauffement a déjà atteint 1 °C en moyenne pour la planète depuis la fin du XIXe siècle ; des centaines de millions de personnes en subissent chaque jour les conséquences. Face à l'importance d'une action rapide, le processus des négociations peut sembler pris de vitesse. Rappelons que le GIEC – fondé pour fournir des évaluations détaillées de l'état des connaissances scientifiques sur les changements climatiques – a été lancé en 1988 et que la COP23 (qui se déroule jusqu'au 17 novembre à Bonn) est la 23e conférence de l'ONU sur ces changements. Mais les concentrations de gaz à effet de serre dans l'atmosphère n'ont cessé d'augmenter pendant tout ce temps.
