The information content of market good purchases for the indirect valuation of environmental goods

Abstract

De nombreuses méthodes se proposent d'évaluer le consentement à payer des consommateurs pour des biens non-marchands. Celles qui utilisent des données de marché sont nommées méthodes indirectes. L'objectif de cet article est de déterminer les caractéristiques des biens non-marchands dont la valeur peut être révélée par les données des enquêtes de consommation usuelles. Le concept-clé de l'analyse est celui de substituabilité des biens et services au sein de l'utilité des consommateurs. Il est montré qu'un bien non-marchand remplaçable par un (ou des) bien (s) marchand (s) peut être évalué par des méthodes indirectes. Un bien non-marchand est remplaçable s'il existe une allocation de biens marchands qui laissent le consommateur indifférent entre bénéficier ou non du bien non-marchand. Ce concept est comparé à ceux utilisés habituellement dans la littérature traitant de l'évaluation des biens publics. L'hypothèse de bien remplaçable s'avère en pratique nécessaire pour estimer la valeur d'un bien non-marchand par des méthodes indirectes.
