The CAP reform and the grain sector : a disaggregated and issue-specific analysis

Abstract

La réforme de la PAC est centrée sur les céréales. Le soutien par les prix est réduit. Un système d'aides compensatrices à l'hectare et un gel des terres, également compensé, sont introduits. Les prix institutionnels et les aides sont identiques pour les différentes céréales. Or les caractéristiques actuelles des marchés, communautaire et mondial, varient selon la céréale considérée. Dans ce papier, on examine les conséquences de la réforme de la PAC en distinguant trois céréales (blé tendre, maïs et autres céréales) dans un cadre de transmission imparfaite des prix institutionnels. L'analyse graphique est complétée par une application empirique.
