L'agriculture au GATT : la proposition américaine d'octobre 1989

Abstract

Cette tiré à part les principaux résultats que provoquerait la proposition américaine d'octobre 1989 présentée au GATT sur les marches mondiaux ainsi que sur les secteurs agricoles de la CEE et des USA. L'agriculture de la CEE apparait beaucoup plus affectée par ce type de politiques que la proposition américaine. Essentiellement, cela provient du fait que la proposition américaine suggère une élimination des soutiens de type prélèvement restitutions (5ans) beaucoup plus rapide que les soutiens de type deficiency payments (10 ans). A l'intérieur de la CEE, les effets du progrès technique n'ont donc pas le temps de contrecarrer les effets négatifs de la réduction des soutiens sur les revenus agricoles.
