Abstract

Using the parliamentary debates of the Third Legislature of the Fifth French Republic (April 4, 1967 – May 30, 1968), we review the arguments used by the parliamentary sphere concerning the social security reform introduced by the ordinances of August 22, 1967. We show that the organizational (join management and separations in risk) or budgetary (causes of the increase in health expenditure and undue burdens) aspects of the reform leave room for a more fundamental debate on the France's economic model in a context of emerging European competition.
