Abstract

Dans le cadre d'un modèle centre – périphérie, nous proposons une analyse de l'influence d'une politique environnementale restrictive sur la localisation des firmes industrielles polluantes. Dans ce modèle, ce sont les choix de localisation des travailleurs qualifiés qui déterminent la répartition spatiale de ces firmes. Dans leurs choix de localisation, les travailleurs qualifiés prennent en compte des facteurs pécuniaires, tels que le salaire et l'indice des prix, mais également des facteurs non pécuniaires, plus précisément ici la qualité environnementale. Dans ce contexte, les pouvoirs publics tentent d'influer sur ces choix, par le biais d'une taxe environnementale, afin de maximiser l'utilité agrégée de leurs administrés. Ce modèle permet d'identifier les différentes forces, d'agglomération et de dispersion, qui déterminent la répartition spatiale des firmes polluantes. En outre, si les forces d'agglomération dans une région sont trop importantes, la taxe environnementale peut n'avoir aucune influence sur la répartition spatiale des firmes polluantes.
