Abstract

L'article sous-revue propose une évaluation de l'impact des exonérations de cotisations sur les bas-salaires telles qu'elles existaient en 2012. Nous nous proposons ici d'analyser les conclusions de l'article de trois points de vue : les évaluations qu'il propose de cet impact sont-elles rigoureusement fondées ? Sont-elles utilisables pour le débat de politique économique, sachant que l'article ne tient pas compte de l'impact des mesures nécessaires pour financer les exonérations ? Ces exonérations doivent-elles rester l'axe central de la politique pour l'emploi, sachant qu'elles aboutissent à créer des emplois mal-payés, souvent à temps-partiel, souvent précaires ?
