Cohérence entre politique budgétaire et budget de défense en France

Abstract

Sur la base de données couvrant la période 1980-2011, cet article étudie la cohérence des impulsions budgétaires décidées au niveau de l'Etat avec celles du budget de la défense. Plusieurs résultats sont avancés. Premièrement, la nature du budget de l'État est majoritairement restrictive. Dans ce contexte, la défense concourt davantage à l'effort de restriction budgétaire que la " composante civile " des dépenses publiques. Deuxièmement les dépenses d'équipement sont défavorisées par rapport aux dépenses de fonctionnement. Troisièmement, les cas où le budget de défense et ses composantes (Titre 3 et Titres 5 et 6) sont en expansion relèvent plus de raisons conjoncturelles que des décisions politiques.
