Abstract

L'administration électronique, ou le e-gouvernement en anglais, est souvent présentée comme le basculement l'administration dans l'ère numérique, véritable révolution portée par les TIC et notamment, tout récemment, par les médias sociaux. L'administration électronique susciterait des attentes fortes en matière de concertation et participation des usagers (Norris 2010). Dès les années 80, une vaste réforme a été entreprise en ce sens par les gouvernements des pays occidentaux, mais aussi au niveau de l'Europe ou d'organismes internationaux tels l'OCDE. Cependant, les recherches sur les enjeux et la réalisation de ces projets, sur les dispositifs mis en place ainsi que sur leurs usages réels restent rares. Dans la plupart de cas, il s'agit plutôt d'études de design organisationnel ou de recherches visant à modéliser les processus à mettre en place (ex. Roux 2010). C'est pour cette raison que nous avons souhaité nous interroger sur le dispositif réel mis en place par la mairie d'une grande ville française.
