Démocratie et surévaluation du taux de change : le cas de Madagascar

Abstract

Cet article traite du lien entre le niveau de la démocratie et la surévaluation du taux de change. Etant donné les difficultés d'identifier une telle relation par une étude sur données transversales, nous considérons le cas d'un pays présentant les conditions nécessaires à l'observation de la relation. Nous avançons ici que, compte tenu des caractéristiques de Madagascar et de son histoire, le pouvoir dictatorial a utilisé la surévaluation du taux de change afin de s'assurer le soutien du secteur urbain. Une analyse de la cointégration entre les variables montre effectivement que le niveau de démocratie, mesuré par un indice des libertés de Freedom House, est un des facteurs à long terme de l'évolution du taux de change réel dans la période 1972-2003. Le manque de démocratie en 1972-1987 peut alors expliquer la forte surévaluation du taux de change réel de cette époque.
