    Abstract

    L'hôpital est souvent considéré comme une structure qui ne produit pas la meilleure utilisation des ressources humaines et matérielles disponibles, ce qui entraîne bien souvent des pertes financières. Un constat qui va mener les pouvoirs publics à mettre en place différentes réformes pour lutter contre le manque d'efficience médico-économique. L'hôpital public est donc en plein changement, avec l'arrivée des 35 heures, de la tarification à l'activité, ou encore de la nouvelle gouvernance, trois réformes qui vont affecter la Gestion des Ressources Humaines. L'objectif de ce mémoire est de rendre compte de l'évolution des missions des services RH des établissements de santé public, qui tend à devenir un enjeu stratégique, source d'avantages concurrentiels.
