Abstract

Dans un contexte de faible croissance, de chômage élevé, de finances publiques déséquilibrées et d'un défi cit extérieur persistant, on observe le retour d'un discours volontariste sur la politique industrielle voire, en France, d'une intervention directe sur l'industrie. Ainsi, l'intervention publique ciblée par secteur redevient imaginable, tandis que l'industrie est conçue à nouveau comme un réservoir d'emplois, d'exportations et de croissance. Pas d'industrie pas d'avenir ? La présente Note ne considère pas que la réponse soit évidente. Une réflexion semble indispensable à la fois sur l'objet de la politique industrielle (qu'est-ce que l'industrie et en quoi est-elle nécessaire ?) mais aussi sur ses méthodes (l'État a t -il les outils, l'information et le modus operandi de son intervention ?) La frontière entre l'industrie et les services est devenue floue : les services sont devenus une industrie ; l'industrie achète et vend des service ; enfin, une partie des entreprises classées dans les services sont en réalité des entreprises industrielles ayant fractionné leur chaîne de valeur au niveau international. L'activité industrielle consiste aujourd'hui à concevoir des produits, à en assurer ou en transférer la production tout en en conservant la propriété intellectuelle, à organiser la chaîne de valeur, à contrôler les marques et l'accès au consommateur, enfin à s'approprier les retours sur investissement.
