Les effets redistributifs de la " TVA sociale " : un exercice de microsimulation

Abstract

L'objectif de cet article est d'analyser l'effet de la mise en place d'une " TVA sociale " sur les inégalités et le pouvoir d'achat des ménages. Deux scénarios sont simulés : (1) une augmentation de 5 points du taux normal et du taux réduit de TVA ; (2) une augmentation de 5 points du taux normal de TVA. Selon le scénario retenu et dans l'hypothèse d'une répercussion complète sur les prix à la consommation, nos résultats montrent une perte annuelle moyenne de pouvoir d'achat de 778€ et 432€. Ceci contribue à accentuer la disparité des taux d'efforts pour acquitter cet impôt, à la défaveur des ménages les plus modestes. L'impact de la TVA sur les inégalités de niveau de vie s'en trouve également accentué : au sein du système socio-fiscal français, l'effet redistributif de la réunion de l'impôt sur le revenu et de l'impôt de solidarité sur la fortune (6 %) est ainsi sensiblement atténué par l'impact anti-redistributif de la TVA qui passe de 3,8 % à 5,4 % ou 4,7 % selon le scénario.
