Abstract

O presente artigo tem por objetivo fazer uma avaliação critica do regime de metas de inflação no Brasil. Para tanto, iremos inicialmente discutir o comportamento das principais variáveis macroeconômicas no período de vigência do regime de metas, sobretudo os resultados obtidos em termos de inflação, do crescimento do produto e das interações entre a política monetária e a política fiscal. A analise do comportamento dessas variáveis aponta claramente para o fato de que o regime de metas de inflação, embora tenha sido relativamente eficiente no que se refere à obtenção da estabilidade de preços, não foi capaz de obter a estabilidade macroeconômica, tendo em vista o pífio desempenho da economia brasileira no que diz respeito ao crescimento do PIB e o comportamento da divida publica como proporção do produto real. Na seqüência argumentamos que os problemas do regime de metas de inflação no Brasil devem-se a existência de uma estrutura de governança da política monetária que é inadequada para o funcionamento satisfatório do regime de metas inflacionárias. Dessa forma, sugerimos algumas mudanças nessa estrutura, as quais poderão melhorar significativamente a performance da economia brasileira em termos de crescimento e criação de empregos.
