Abstract

Au cours de la derniere decennie, les syndicats du secteur prive ont ete largement limites dans l'exercice de leurs fonctions de representation et de negociation par les consequences d'une economie globalisee et d'une importante restructuration de l'appareil productif. Dans le secteru public, la privatisation, les coupures de services et les lois ad hoc annihilant le droit a la libre negociation collective ont produit des resultats a tout le moins similaires sinon pires. Sur cette toile de fond, il semble crucial pour les syndicats de solidifier l'appui de leurs membres et d'intensifier le recrutement des volontaires pour s'acquitter des fonctions syndicales locales.
