Abstract

Alors que la reflexion sur la nouvelle architecture du Systeme Financier International porte plutot sur les moyens de maitriser les flux de capitaux a court terme ou speculatifs vers les pays emergents, en raison des situations passees de surendettement, il y a dans la realite une insuffisance des transferts d'epargne des pays avances vers les pays emergents qui freine leur developpement.
