Coherence territoriale, disparites regionales et politique regionale europeenne

Abstract

Le succes de l'integration europenne se revele indissociable du potentiel de cohesion economique et sociale en Europe. L'article 130 du Traite de l'Union Europeenne definit la cohesion economique et sociale comme la promotion d'un "developpement harmonieux" et la "reduction de l'ecart entre les niveaux de developpement des diverses regions et le retard des regions les moins favorisees, y compris les zones rurales". Nous allons montrer ici que l'ambiguite des resultats en termes de disparites regionales en Europe resulte notamment de l'existence de nombreux obstacles et biais methodologiques, soulignant la necessite de confronter diverses techniques relatives a la mesure de la convergence et des disparites regionales.
