Le besoin de strategies de developpement coherentes et nouvelles apparait aujourd'hui nettement pour les grandes metropoles car elles se trouvent confrontees a des situations economiques et sociales difficilement gerables. Malgre les specificites de chaque cas d'espece, ces situations presentent un certain nombre de caracteres communs, en particulier, la derive tertiaire des emplois, la tendance a requerir de plus en plus de qualifications et, corollaire spatial de la crise, l'apparition et la perennisation de zones de banlieue en difficultes.
