Un indicateur de politique d’ouverture « révélée » des pays OCDE à la migration du Sud

Abstract

Il n’existe pas à l’heure actuelle d’indicateurs pertinents des politiques d’ouverture des pays du Nord à l’immigration du Sud. On propose ici un indicateur de politique « révélée », mesuré par l’écart entre les flux d’immigration observés et les flux d’immigration « normaux » qui résulteraient des seuls facteurs structurels. A partir de données de flux de migration annuels (1992-2001) de l’OCDE, on obtient un indicateur de la politique d’ouverture qui permet une comparaison des pays dans le temps. Une comparaison aux résultats d’autres indicateurs disponibles est également proposée et on conclut par une discussion des facteurs de la politique d’ouverture à la migration.
