Déploiement du contrat d’accompagenement dans l’emploi et structures des marchés du travail locaux : Elements d’analyse sur données départementales en 2009

Abstract

Cet article décrit et analyse le déploiement territorial du Contrat d’accompagnement dans l’emploi (CAE) au cours de l’année 2009 en réponse à la crise. Dispositif emblématique de la politique nationale de l’emploi, le CAE est l’objet d’un pilotage très centralisé recherchant une action rapide et massive sur la comptabilité du chômage. Cette logique uniformisante se heurte à la diversité structurelle des marchés du travail locaux, telle que la révèlent les données 2008 du Recensement de la population. L’analyse fait en effet apparaître de fortes disparités départementales dans le rythme de déploiement du dispositif. Ces disparités tiennent pour partie au positionnement des marchés du travail locaux le long de quatre axes : un axe urbain-rural, un axe « salariat agricole »-« tertiaire de proximité », un axe participation-repli et un axe « employées fixées »-« multipolaire ». Elles tiennent également au pilotage du dispositif et à son appropriation par les exécutifs locaux.
